I have Noebooks for ipad and have downloaded all updates. I originally could add new books but can no longer. Is this a software bug? Is there a fix?

there is no "known issue" regarding the add feature. If you tap the "+" button located at the top of the list view, Notebooks displays the menu you are referring to.
One hint: if you tap&hold this button, Notebooks immediately creates a new note. This "logic" can be reverted in Notebooks' settings, and then a tap creates a new note, while tap&hold displays the menu. - With this details in mind, the button should work fine.
