iPhone 4 will not start at "top level"
I went to "Settings" selected "Top Level" it still is at "last open" everytime!!!!

this setting influences the startup procedure during launch. It is meant for situations when the "last visited" document causes Notebooks to crash, which would lead to a continuous cycle and keep the app from starting properly.
Due to the iOS' multitasking capabilities, apps usually stay active in the background. This means that Notebooks is rarely "relaunched", it is just moved to the foreground and picks up its operation where you left it.
So, this setting has an effect only when Notebooks has actually terminated.
If you want to quickly jump to Notebooks' top level, you can always touch and hold the book icon.
