Yes, this is a limitation of Pages and Keynote, they do not support "Open in..." at all. So you can either use their "Copy to iDisk" or "Copy to WebDAV" and put the document on the same WebDAV server that you sync Notebooks with (not possible for Dropbox, unfortunately), or you email the document to yourself and then copy it to Notebooks.
There is one more option, of course: please send feedback to Apple and ask them so add an "Open in" option to their apps (we asked them for that addition months ago already ...)
