I am sorry to hear that, but there is nothing really that we can do when the App Store app fails to download an app. This process is ultimately handled by the iOS and the App Store. My recommendation would be to restart the iPhone/iPad and restart the download (you will only be charged once, don't worry). If the problem persists, you probably should try to contact the App Store support.
